When Outlook is open on a MAC, epson 1640xl scanner will not work

I'm using a MAC with OS X on it and Outlook. After opening outlook I am
unable to import a picture from an Epson 1640XL scanner, I have to reboot
the MAC. Closing Outlook does not help. Outlook is the only application that
is causing this problem.
