When publishing in Project 2002 receive manager cannot create resource account

The user has rights to everything including the
permission Create Accounts from Microsoft Project.

Any help would be appreciated.

This Spooler error message usually indicates that the PM is using a local
resource in his/her project. A local resource is a non-enterprise resource
that is not in the Enterprise Resource Pool. To solve this problem, the PM
should open the offending project and then apply the Resource Sheet view.
The PM should then double-click the name of each local resource (indicated
by the Local Resource indicator in the Indicators column) and set the
Workgroup value to None. Hope this helps.
