When Read receipt is missing

Is it possible to create a rule that will take certain actions if a "Read
receipt" is NOT received within a certain time limit?
My actual problem is that I want Outlook to forward the original e-mail to
another person (or group) if the first person doesn't read the e-mail within
a certain time limit (as a kind of automatic escalation procedure).

The absence of a read receipt does not mean that the message has not
been read; anybody can decline to send out read receipts.
