Wher to find older version of emsuix32.dll

I am running Outlook 97 at work, and am having the Sent
Items folder offline synchronization problem describe in
Knowledge Base Article # 145946. Doe anyone know where I
can obtain a copy of the dll file described below as the
fix? My company's IT department couldn't help.

You will have to contact Microsoft Product Support Services to acquire this
patch. (Just refer them to the article you found.)
