Where are commands like bullet and numbering?

Perhaps I am missing something:so excuse me as a recent user of Office 2008 for Mac.
Where is the command for Bullets and numbering in a word document?

A couple of places:

Format Menu> Bullets & Numbering
Formatting Pallette> Bullets & Numbering
