Where are frame targets? FP 2002

Hi,

I am hoping to use Frames to make my website more dynamic.

Especially, I'd like to use flexible target frames with hyperlinks.
But in searching for "target frames" in FP 2002, I only see "top level
frames", nested frames don't appear. But the s/w never says "don't
use nested frames". And nested frames seem to work when you bring
them along in a page.

Why can I not "browse" all available frames in the targets for a
hyperlink?
