It wasn't under C:\Program Files\Common
Files\System\Mapi\1033\SCANPST.EXE?

Did you try extracting it out of the OFFICE1.CAB file on the install
CD?

That is correct ... ;-) it's not there ... and I just ran a DETECT AND
REPAIR (which, I thought, goes through and re-installs anything that's
missing ...) ???

Looks good! It found some errors ... but, I may need to run it a few times?
until it gets all the errors? ...

Shall I report back on it's effectiveness?

MDP

Ran it a few times in a row, until it said there were no longer any errors
found ... but, I still can't MOVE or DELETE any emails older than 09/2007 ...
this may be the time frame when I installed Office 2003 on this Vista
machine, then imported the pst file from my Office XP installation on our XP
- SP2 machine.

????

Completely at a a loss here ...

Clearly Office 2003 isn't going to work for me ... ???

Any more powerful repair tools available anywhere?

TIA

What happens when you try?
Empty your Deleted Items folder and try again.
If it doesn't work, create a new pst-file via File-> New-> Outlook Data
File... and copy your items from your damaged pst-file to the new one.

"Not there" apparently meant the path that I mentioned on the hard
drive. The file MUST be in the .cab file because that is where it
comes from during the install. So get it from the .cab file.

I receive the following pop-up:

The messaging interface has returned an unknown error. If the problem
persists, restart Outlook.

I was thinking of doing what you have described ... thanks for corroborating
....

MS Outlook users with a significant amount of experience using the application have probably found the need to use the Inbox Repair Tool scanpst.exe to deal with a damaged or corrupt PST file. Because all of the user’s data that Outlook needs to function properly is stored in the PST file, it is very susceptible to damage when Outlook is not closed properly. Most of the time, the Inbox Repair Tool scanpst.exe is able to quickly resolve the problem and restore complete functionality to Outlook. When this is not the case, the user is often shown an error message like:
Scanpst.exe error
Sometimes the reason for this error message is a PST file larger than 2GB. The Inbox Repair Tool is not designed to handle PST files larger than 2GB even though current versions of Outlook can work with PST files as large as20GB. Severe damage to the PST file will also result in the error message..
In both cases, experts advise the use of a third party Outlook PST Repair applications such as scanpst.exe professional

http://scanpstexe.net

to resolve issues with corrupt or damaged Outlook PST files. Scanpst.exe Pro is designed to handle much more complicated data problems.

I found the ScanPST file in

C:\Program Files\Microsoft Office\Office12

It was not even recognized with a search. Not one forum showed me this. I figured it out by myself. I'm sure this is a problem with most people.
