If you have an MSDN subscription, you can get it. Microsoft also has an
evaluation version available at their website.

Many online software vendors allow you to order Microsoft Access or
Microsoft Office online, and they will ship the software to you after they
receive payment. However, if you are looking to download Microsoft Access
directly to your hard drive from the Internet, I'm not aware of any
legitimate online vendors outside of MSDN who offer this mode of software
distribution (MSDN requires a subscription, though). Someone else may be
able to advise you otherwise.
Just in case you were looking for a free version, while you can't download
it from the Internet, Microsoft offers a free 30-day trial edition kit of
Microsoft Office Professional 2003 (shipping & handling $7.95), which
contains Microsoft Office Access 2003. You can find the link to Microsoft's
Web page where you may order this CD kit, as well as many other links for
Microsoft's and other software vendors' free developers tools here:
