Where can I get the MSN telephone number?

My Outlook MSN email has denied use of one of my accounts, stating "Access to
the account was denied. Verify that your username and password are correct.
The server responded "Forbidden.""

The window that asks for my username and password will not pop up, so I
cannot enter it.

I am no longer receiving email.
