PROJ_EXT_EDITED indicates whether the project was edited externally.
PROJ_EXT_EDITED_TEXT indicated whether the custom text field was edited
externally.

In an earlier post you mentioned that you wanted to edit the database to fix
your issue. If you did, try turning the appropriate PROJ_EXT_EDITED flag
field on and reloading.
