Where is my shortcut bar?

I have just installed Microsoft Office 2003. This is a full install on a new
hard drive. I had previously used Office 2000. There was a section called
System Tools where I was able to install a shortcut bar with the programs I
wanted. I cannot seem to find it in Office 2003. How can I get it?

Help, Shortcut bar would have revealed the solution. R-click on the
Taskbar, and Toolbars, and enable Quick launch. You may put the
shortcuts to the programs you want on it.
