Where is Schema.ini Format?

Where is the specification of the Schema.ini format?

The Access Import Text Wizard (Get External Data | Import) allows you to
create a Spec. Is there a way to output a Spec as a Schema.ini file? Thanks

The Imort / Export Wizard saves it specs in two hidden system tables,
MSysIMEXSpecs and MSysIMEXColumns. These are not exportable as schemas
