Where is speech recognition in Microsoft XP?

Am purchasing new tablet PCs. They must have speech recognition. What is
the name of the software? Where in Microsoft Office XP can I find it?

Speech recognition is built into the Windows Tablet PC OS (Control
Panel, Speech). In Office XP, it should be under Tools, Speech.
