Where is the business card basic template on Office 2003?

There is no "business card basic template" in Word. There are many in
Publisher, which is a much better application than Word for producing
business cards.

Word treats business cards as a specific type of label. You can use
the Tools > Letters and Mailings > Envelopes and Labels > Labels
dialog, click the Options button and choose a label stock that
corresponds to the paper you'll print on, and click the New Document
button to produce a blank table. Then create your business card in one
cell of the table, copy it, select the whole table, and paste to fill
the table with copies of the first cell.

Another approach is to download a template from
http://office.microsoft.com/en-us/templates/results.aspx?qu=business+card&av=TPL000.
Besides Word templates, there are even more for Publisher there.
