Where is the link to enable access to Fullfile files?

I have downloaded Service Pack 3 but cannot install it because the required
file PUB.MSI does not seem to be on my Publisher CD-ROM. I have been
unsuccessful (probably stupid) in gaining access to the suggested Fullfile
version of the file: I cannot find the suggested link on the Update Detection
page. Help, please.
