Where is the Microsoft Script Editor

Frontpage 2000 had a fully featured script editor and
debugger included but I cannot find it in FP2003.

OK I found it under Tools>Macro>Script Editor but it is
greyed out. I have looked for it on my FP2003 CD and
tried to install it it ising Add/Remove Programs but
could not find any mention of it.
