where is the server field access control?

In a screenshot from a 2007 beta version I saw the possibility to define the
server field access in the category definition, making it possible to limit
access to cost and budget fields, and custom fields in PWA. I have a
screenshot to prove it. In the released version I can' t find this
functionality. Does anyone know if this has been removed?
