Where is the text block tool (the icon) in Visio 2003?

I have a user trying to rotate the text in his Visio document. However we
can not find the Text Block tool that the help options keeps pointing us to.
We've looked on all the toolbars and add/remove buttons but can not find it.

Not being a Visio user myself could someone help me with this?

the text tool will either have an 'A' or an A with an arrow wrapped around
it on the standard toolbar.

Take a look at the Text Tool (the icon is an upper case A). To the right of
it is a down arrow. Press that and you will see an Upper Case A with a blue
arrow around it. That is the text block tool (hidden behind the Text tool)
