Microsoft has the Access 97 and Access 2000 versions available for download
at their Download Center

Access 9

This will have most, but not all, of the functionality that is present in
the Access 2002 and 2003 flavors of Northwind. Sorry, but I don't know if the
2002 and 2003 versions are available anywhere.

It is included on the CD or DVD for Office Pro or Access. You don't have to
download it. If it's not on your CD or DVD, somebody's sold you pirated
goods.
