where to put meta tag in Publisher 07 Google verify

Google says I need to put a meta tag on my home page so Google can Verify it.

I can not find anything in the Publisher 2007 help files concerning meta tags.

How can I insert a meta tag on my home page? Or - should I Upload an HTML
file?

So confusing,
