Are you sure you have Office 2003 installed? You may have Office XP instead.

SP3 but he does not mention Office 2003 at all

Man am I blind. Did this occur through Office Update or a manual download?
If this occurred through Office Update try downloading and install SP3 from
http://www.microsoft.com/downloads/...ad/office2000/SP/3/WIN98MeXP/EN-US/O2kSp3.exe
