"while you were out" form in Outlook 2007

In previous versions of Outlook I could keep a copy of this form template on
my desktop and just double click to open a new WYWO message. In 2007, the
same form only opens (after a warning that the form is blocked) as a normal
new message. Is there a way to unblock this form so that my users can
continue to use it as before? Nobody here is a programmer so I am looking for
a relatively simple work around.

they tightened security on some things. You'll need to publish it to either
outlook or the organizational forms library.

Yes, to Personal Forms. It errored out with a MAPI error when I tried to put
it in Organizational Forms.
