I assume you are asking about American styles. "Is there __a__
standards body?" Not really. There are many style guides, e.g. the
Chicago Manual of Style. But IMHO, "to each his own". Unless you are
in an English class, no one cares about the style as long as the form
of the letter is clear and concise. (Many companies have their own
guidelines for how to format their letters.)
