Who has access to project related workspaces?

Our organization has installed Project server 2003 to be used with
Project professional 2003 and Project web access. When a project is
published to Project server, it automatically creates a sub site for
that project. This sub site can be accessed by selecting the
particular project and clicking Go to selected project workspace.
We have setup an Enterprise resource pool. The project manager adds
resources from the Enterprise Resource Pool to the current project's
resource pool (using Build team from Enterprise...)

I want to know how to give access rights to resources who are part of
the project's resource pool but are not assigned to any task. This
means that they are listed under the Resource Sheet of the project.
They are not actually performing any assignments/ tasks.
As of now only those resources who have been assigned to tasks can
actually get into the project's workspace.

You can do this either by adding them directly through SharePoint
administration or give them a token assignment in the plan.
