When I try to copy a file to CD I get a message saying I need to contact the
administrator.

Maybe...
In Excel 2003 help under Information Rights Management...

"Additionally, administrators for companies can create permission policies that are available in Microsoft Office Word 2003,
Microsoft Office Excel 2003, and Microsoft Office PowerPoint 2003 on the Permission submenu and define who can access information
and what level of editing or Office capabilities users have for a document, workbook, or presentation."

Here is a post I saved on this topic...

:

The nature of a CD is such that Excel can't do its save process to it.
Excel first saves as a file with an internally generated name, then deletes
the original file, then renames the first file. This doesn't work with CD
drives. Save to a folder, then copy it to the CD and write the CD.
