Why are emails in 'outbox' w/o date (DATE : NONE) in OUTLOOK 2003

re:Outlook 2003 (BASIC)
emails are ending up unsent in my outbox. I cannot (repeatedly) send them.
They all have 'no date' .... that is DATE: NONE.

this happens with 'new' emails and replies.
I have conducted a 'detect & repair' but it does not repair the problem

Please advise how to repair this problem

ALSO :
I have noticed that ONLY when i am ONLINE can i send emails which go out via
my outbox with DATE: TODAY .........

But when i am OFFLINE if i compose/reply etc. emails and click send to put
them into my OUTBOX ..... then they all have DATE: NONE and these all
WILL-NOT send .... when I go online and click 'send & receive'.

This is a pity because i would prefer to be OFFLINE while i am 'doing my
email composing' but if i do then all my emails are labelled in my outbox
with DATE: NONE and will NOT SEND when i go online and click 'send &
receive' !!!

I am having similar problems - so are several others in this forum. Does
anyone have any suggestions?
