Why are my mouse-over button links visible only in preview and no.

I have opened a web site page created with Xara Webstyle for editing. A
vertical navigation bar with several links to other internal web pages shows
up only in preview mode and not in page view mode - how come? Is this normal
or is something amiss?

It's normal. Design view will not display any JavaScript, whereas preview
will (though not always correctly). Best to check JavaScript menus using
Preview in Browser.

Does that mean that mouse-over button links created in Frontpage WILL display
in design view? (i.e. they are not JavaScript objects?)

Yes and no.
The original button will display, but the mouseover will not work - it will,
however, usually work in preview.
