Why are my pictures incomplete when I download them?

DOWNLOADING PICTURES FROM PHONE!!!!!

When I download pictures from my phone to my PC, they are showing up with a
small sliver of the picture and the rest is just grey. I can't see anything.
So I just downloaded sixty pictures that are on my pc as grey boxes, what
gives?
