Why are Rules and Alerts not appearing in Outlook 2003?

I can't find Rules and Alerts in my new install of Outlook 2003 on Windows
2000 server SP4. I applied the Office SP1 service before activating Office,
do I need to reapply it? Very weird.

I believe the Rules and Alerts is under the Tools menu item.

Actually, Rules only appear after an email account is configured... No
email, No rules. Very silly, but Fat from MS support clued me in...
