Why are some email address names quoted?

Hi,
I am using Outlook 2003 and sometime when I send an email it has quotes
around the recipient's name and sometimes it does not.
For example:
John Doe
or
'John Doe'

I have not yet figured out what makes Outlook choose to quote the name.

I would like it to be consistent so when I sort by "To" it will not have two
date ordered lists (one with quotes and one without).
