Why are some figure captions in text boxes?

I am inserting figure captions by selecting the figure after I have inserted
it into the text. Sometimes the captions appears in a textbox and sometimes
it is just a paragraph under the figure. How can I make them behave
consistently? I would prefer that they are all paragraphs, but I'd be happy
enough if it were just consistent from one figure to the next.

Word puts the caption in a text box when the graphic is wrapped rather than
inline. You definitely *don't* want the captions in text boxes because Word
can't "see" captions in a text box when it generates a Table of Figures. If
you need to wrap text around a graphic, your best bet is to insert both the
graphic and the caption inline and then insert both together into a frame
(using the Insert Frame button on the Forms toolbar).
