why are some of my features 'greyed' out and unusable 2002 sp3

I have reinstalled my Front Page 2002 sp3 onto a new laptop.... now some of
my features like 'Insert Web Component' and other features are greyed out
and unusuable.... This is so frustrating... this is a legal copy and I cannot
even use it like I have been used to using it.

Have you tried "Tools" - "Page Options" and the "Authoring" tab?

You need to change the authoring settings to match those of your old installation.
Tools > Page settings ( or page options )
Click the Authoring tab and set the dropdowns to: Custom.

The Authoring tab is FP2003 - use the Compatibility tab in previous
versions.
