Why are toolbar changes not retained in OutLook 2003?

I have delete toolbars through customizing in Outlook 2003 but they reappear
everytime again when I open the OL2003 application again. I at this time
only want the standard toolbar to be there. I want the Buisness Contact,
Norton Anti Spam deleted or hidden unto I request them.
