Why assigned tasks show up as e-mail messages for POP3 Users?

need a vacation

for POP3 users , they do not have the ability to accept or decline an assign
task. Exchange 2003 is running on windows 200 server with outlook 2003 as
the clients.
office users using RPCs to connect to exchange are running OK.
