Why can I receive but can't send with out-of-office wireless card

I am on a wireless network in Amagansett with my wireless card and can
receive but not send messages. Is there something I need to re-configure in
Outlook in order to send?

You need to use the SMTP server of the ISP to which you are connecetd.
