Why can' t I create a new folder?

I have created several folders in my in box and archived several.
Now I have tried to create a new folder and get a message "Unable to create
the folder"

What version of Outlook are you using? Is it a PST file or an Exchange
mailbox? Have you tried rebooting your computer?

Here is what I did to fix it. First he was using Office 2007 and the ost was

Fay here: Gee I am glad someone else is having the same problem as me.
Outlook 2003 in an exchange mailbox with XP Pro. Yes, I have tried rebooting,
