Why can't I change the order of my pictures?

I want to use the draw/order/bring to front option on several of my pictures.
It works on some, but not all. Why does it not work on all of them? They are
all in the same format.

Is it possible that some of the pictures are In Line with Text & others have
some form of Wrapping applied? You can't change the 'stacking order' of In
Line images because there isn't a 'stack'.

What are you trying to Bring them in front of? What - specifically - does
"not work" mean? Also, the term "format" can be used in several different
contexts.
