Why can't I click on the "Picture" tab in the Format Shape?

The Picture tab is dimmed so I can click on it. All I want to do is wash out
a clip art so I can write words on top of it.

Step-bystep procedure for creating Wash out.

1. Click on the Clip art.
2. Do one of the following:
a. On the Format menu, click Picture...
-or -
a. Right-click on the clip art and click Format Picture.
3. In the Format Picture dialog box, click the Picture Tab.
4. Under Image control, Click the Color list and select Washout.
5. For Brightness type numeric value 100
6. For Contrast, type numeric value 1000
7. Click OK button
