Why can't I download templates?

I had this problem before and resolved it by running %temp% from the start
menu. I keep getting "error on page" message .

I have Office 2003 and have Windows XP

Did you empty your Internet temp cache? In Internet Explorer, tools, Internet
options, delete files.

Be sure your ActiveX is enabled, in IE, tools, manage add-ons, "Add-ons that
have been used by Internet Explorer", scroll down to "Microsoft Office Template
and Media Control." Enable it.

Delete the Office cookie, this will force the Media Control to be re-installed.
