Why can't I insert comments on my spreadsheet?

In using an Excel 2002 spreadsheet, I find I can't insert comments.

You probably can but
they may not be visible.

tools options view .............check what is ticked under comments

Pennyb9, is the sheet protected, what happens when you try to insert one?
