Why cant i open acces 97 data base in read only mode access 2003

If more than one user is trying to open our 97 access database using access
2003 we are given a dialog box that the database caanot be opened until all
other instances are closed. Once we close all instances of that database the
user can open the database. This is using read only mode.

The user's need read, write and delete access rights to the folder where the
database is located. Otherwise, Access can't create the record-locking file
(*.ldb).
