Why can't I open my .chm help from my toolbar?

Hi All,
I have my HTML help (.chm) opening from my variuous forms. Now I
want to open it from my custom toolbar. I run some code at start-up to set
the toolbar menu item's HelpFile and HelpContextId values. I can see that
they are being set properly. Further, I've verified that the values are
valid (again, they work fine from any form).

When I select the menu item, nothing happens, though. I get no error
messages, but neither does my help file open. Do I have to run a macro?
Is there something special I have to do other than just specify the
HelpFile and HelpContextID?
