why can't I organize back ground pages

My files typically have 40 pages, 10 of which are backgrounds.

Foreground pages can be re ordered.
Why can't background pages???

As you have seen, the background pages are not re-orderable. This is
normal behavior, and all pages designated as Background pages will be
placed at the end of the page list, in the order they were created.

If you are trying to create a template and want the pages to appear in a
specific order, simply create them in the order you want them to appear.
Note that you cannot change a page fro background to foreground if it is
currently linked by any pages in the drawing.

As a heavy expert Visio user since beta (long before Microsoft came along)
I am aware of "normal" behavior. My question was rhetorical, suggesting an
improvement.
Actually background pages do not appear in order of their creation. If I
right click on the tab of a background page an select "insert page", the new
page often appears in what appears to be random order.

Overall, the original Foreground/background conceptual dichotomy is
frustrating in its limitations. I was based on the idea that a certain set
of pages were to be printed as a set (foreground) and others were merely
background to those.

In reality, in a complex design process I'm constantly shifting overlays to
see how elements on various pages relate to each other. This often involves
printing sets of background pages (one page at a time because of Visio
limits).

I would prefer an interface where all pages are equal, and for each I can
select one or more other pages from a list for (perhaps temporary) background
(inheritance optional).

Similarly I would like an interface for managing pages as a group (like
layers), selecting which are printable (for now), and changing page size and
or scale for multiple pages at once. Sometimes my design grows to require a
larger page size and/or scale. Now I have to laboriously go to each of 40
pages to make the same change.

Can you please pass along to the developers for next release.
I'll send you a sample of my work separately if you like.

certainly send me an email with an attachment to illustrate your thoughts,
and I will be happy to share that with the team. As you probably know, the
work on the next version is well under way, and changes at the core level
of the application require great planning and thought, so I would not
expect you to see big changes in the upcoming version. (You can watch for
the Beta to start later this year - along with all of Office).

That one is item #46 on my wishlist http://visio.mvps.org/wish_list.htm.
Since I know that the Visio devs do occassionaly take a look at the list,
there is a chance it may be addressed in the next release, but until the
beta comes out, I have no idea of what to expect in the next release other
than what has been mentioned at the last Visio conference.

I tried to send an email but it was rejected first becasue attachement was
too large (what is your limit).
So I sent plain message without attachement but got:
