Hi,
You just did but numerous people are struggling with the web interface with
failing to get through or the same question posting multiple times. The signs
aren't good becuase Microsoft have shown no previous talent for hosting a web
forum but maybe it will get better.

I want to be able to hide an image within an excel file. Similar to the way
if you insert a comment into a cell, that it will appear after someone mouses
over that cell. Is there a way to do that with an image?

Just to clarify the matter, the news server is OK, but the Microsoft web
interface to the newsgroup is more broken than usual.
If you are accessing the newsgroup via a newsreader client, or via another
interface such as the Google archive, you won't get the erroneous message
that your message hasn't been accepted, but you will (of course) see the
multiple questions from the people using the Microsoft web interface who
have been misled by those erroneous messages.
