Why can't I rotate a picture after I insert it?

I just inserted a picture into a Word 2000 document. I need to rotate it, but
the rotate option is grayed out. I am selecting the picture first and going
down to Draw - Rotate or Flip but it is grayed out. Help!

First change the text wrapping from In Line With Text to some other style.
