Why can't I send a simple non email letter from outlook?

E-Mail Letters to Editor

I don't understand the responses in regard to my problem.

I clicked on an icon that tapped me into an e-mail format with the Oregonian
editor's address.

I proceeded to fill out the e-mail conveying my comments to the editor only
to find that the system would not allow me to send the e-mail.

You need to be FAR more specific than that. What Icon where? On a web
page? Did that open a new email message window in Outlook, or did it
open a browser window with a web form?
