why cant i send out emails using my microsoft outlook?

why cant i send out emails using my microsoft outlook? i get an error but i
can receive, maybe someting got screwed up in the option menu?

There is no message, its the usual window that comes up and says how many
messages were sent or how many are receiving. the window that comes up when u
hit "send/receive". the error is when it starts sending but it cant cause
there is someting wrong. so after 1min or so, the window says failed to send
check your connection and stuff like that. Please note that i just installed
virusscan enterprise8.0 but i dont think thats it cause i had it on before
and no trouble plus my brother on the other account has no problem.

Several things can cause this:
1) Scanning mail with an antivirus program is a big culprit. Disable mail
scanning. It's inneeded anyway.
2) Failure to authenticate to the outgoing server
3) Change by the ISP in the SMTP port value.
4) Full mailbox on the ISP server.
