Why can't I use arrow keys to scroll through Outlook message list?

I am using Office Outlook beta 2.
(12.0.4017.1006) MSO (12.0.4017.1003)Beta

When I click on a message in the center column/message list it highlights
the message until the message loads in the right pane. When the message
finishes loading the focus switches to the message and off of the list.

Because it is doing this, I am unable to use the arrow keys to scroll down
the list of messages and preview them. Similarly, if I click a message and
press the "delete" key, when the next message loads focus switches back to
the reading pane which means that I have to click my mouse on my message list
if I want to select another message, instead of just clicking "delete" to
delete the next message.

Is this the intended operation? (It is different that Outlook 2003). Is
there a setting where I can change that behavior?
