why can't i use fill colors at all in Word

I am trying to create an online business card to post, first using word to
draw it, then converting it later. But my fill colors/fill effects box is
completely greyed out. There are no colors or effects for me to choose. ???

To do this in Word, use a TextBox

Based on the limited info you supply I'm guessing that you have nothing
*selected* to which a Fill or Effect can be applied.
