Why can't ISP's bounce Swen messages?

Haven't all the ISP's had enough time to figure out how to bounce messages
infected by Swen?
Why should I have to figure out, and configure, local rules to delete them?
I don't understand why the ISP's haven't gotten this under control...

Can anyone explain?

This differs for every ISP. I think it's better you ask this question to
your ISP.

Instead of setting a local rule in Outlook you can go to your webbased
e-mailclient and set a serverbased rule to delete or move the message to a
different folder. This way you prevent Outlook from downloading the message
and clogging up your bandwidth.
